You can generate a PDF file and then provide a link to the PDF.  The user can download the PDF and print it.  All they need is the free Adobe Acrobat reader.
 
Creating the PDF is simple, as well.  There are several commercial products, and I have a shareware version of my CPYSPLFPDF available.

I have a rpg cgi program that allows a user to enter an order, and
produces a final html screen. The user then hits the browser "Print"
button to produce an "official" document. Because this document
may be filed at the courthouse, things like the title of my page,
the page x of x, and the url cannot be on the printed page.
Any ideas or other print solutions? Other solutions must be
server based.
