Jim's on the right track - Check to see that QTMHHTTP is enabled, and that
he is authorised to file QATMHHTTPC.  Check the job log for any authority
messages.

strtcpsvr *http httpsvr(your_apache_instance) should work.  The *ADMIN
instance is Apache for V5R1 - what release of OS/400 are you running?
