In the short, try calling "IEXPLORE http://..." - This will start a new
instance of IE.  Assuming you use IE, and it's in the path.

If you're already looking at a web page, and you generated it, you should
be able to generate a link to a new window, I think using the 'target'
attribute of the anchor tag.

If you want to force someone who is looking at a page to look at something
else in another browser window, include some javascript code in the
document to call a popup window.  Search google for javascript popup
window, I'm sure there are tons of references on how to do it.

If that's not what you want, perhaps you could rephrase?
