As I said, my experience with WAS is minimal, so take this with a grain of
salt - but from what I've seen, you need to use AdminConsole to create the
new Application and apply all the properties the Application needs.  WAS
seems to create all the directories and structure that you need, but I never
saw it actually automatically create an Application.  But, once again, I
really didn't have a lot of opportunity to fiddle with it.

There should be someone else out here with a bit better grasp of this than
me...  Any ideas?
