When I created the "Hello" CGI, it works fine with the bound Service
Program. I then created another CGI that will read and display my item
master file. I bound the service program the same way as the "Hello". The
Hello program still works, but I get that message when I run the new CGI
Program.

Something strange is going on.

Why is it searching for *PGM QZHBCGI when it should be searching for
*SRVPGM QZHBCGI?

Didn't you create your CGI with CRTPGM PGM(xxx) BNDSRVPGM(QHTTPSVR/QZHBCGI)?

I recommend reading chapter 5.6 of
"Who knew you could do that with RPG?" at
http://publib-b.boulder.ibm.com/Redbooks.nsf/RedpieceAbstracts/sg245402.html
