Since the fully qualified path name is
/QSYS.LIB/LIBRARY.LIB/SOURCE.FILE/srcmbr.MBR you need to either specify
/QSYS.LIB/CGIDEV2.LIB/DEMOHTML.FILE/INDEX.MBR or alias .htm to .mbr like so:
Alias /cgidev2o/*.htm   /QSYS.LIB/CGIDEV2.LIB/DEMOHTML.FILE/*.MBR
