Thanks all, The problem was that when I used Macromedia UltraDev4, it says
the file z:\cgi-bin\specials is not valid. So it would not save the changes.
It seems like it is looking at the local machine for the file. But I
switched over to Visual InterDev and it saved the changes and worked!!!
