[WEB400] Content-type header for FDF output

I have a CGI program that writes FDF data to standard out like this:

What the browser (IE5.5) displays is the FDF text without the CRLF's.  When
I change the content type to "Content-type: application/pdf", the IE shows
the FDF text *with* the CRLF's.

In both cases, IE does not activate the Adobe Acrobat plugin which *is*
invoked if I point the browser at a .fdf file on my local disk.

The FDF data is correct; in fact, I can save the FDF text displayed by the
browser as file.fdf, then open it with Adobe or IE, and it works as
expected.

Articles I've found on the web indicate that "application/vnd.fdf" is the
correct content type.  I had a similar problem back in April of this year
which was solved by stopping and starting the browser; that doesn't help.
I've tried it on both Win2K and Win98 with the same results.  I'm looking
for ideas to try or a manual to read.
