Unfortunately, you're correct.  While there are shops that encourage education 
and retraining (Honeywell requires 40
hours a year), many shops are unwilling or unable to retrain existing 
resources.  Rather, the trend seems to be to
create a team by hiring from without but only *after* the requirements are 
defined.
