The problem may have nothing to do with V5R1.  The HTTP Server apparently
waits indefinitely for CGI programs to respond.  Any unmonitored, abnormal
conditions in a CGI program will eventually lock an entire Web site.  Even
static content becomes inaccessible as all threads become hung on the
failing CGI program.

The lockout may not occur immediately.  It may depend on such things as the
number of requests for the failing program, and the number of threads
configured, and whether a condition exists to cause failure.

Incidentally, Relational-Web enables Web masters to specify the amount of
time that the HTTP Server waits for any given Web application to respond.
The timeout parameter is by program.  In contrast to CGI, if a particular
program fails, it has essentially no impact on static content, or any other
Web applications that may be running in parallel.

When an entire CGI site appears to be hung, you should check the call stack
of the BCI Jobs.  If not paused on a socket recvmsg() procedure, then the
BCI job probably called a program that failed, and didn't provide for
automatic recovery.
