OK.  The terminology is pretty important.  'The server' can mean a bunch of
things.  There are several servers at work here:

The WebSphere Test Environment aka WTE (PC)
  GUI start/stop from the WDSc Server perspective
The HTTP server (iSeries)
  end/strtcpsvr *http httpsvr(yourserver)
The WebFacing server (iSeries)
  end/strtcpsvr *webfacing

The last time I had a complete 'no response' from WebFacing, I had to
terminate and re-start the WebFacing server on the iSeries.  The WTE is
pretty easy to get going; the Run on Server should start it up for you.  You
need to be certain that there isn't a firewall between the PC running WTE
and the iSeries where your RPG code is to run.

I would double check the WTE in the Server Perspective.  If it's running,
and the ports/paths are all OK, check that the HTTP server is up, and
finally check to see that the WF server is running.  I have run my WF
projects in the WTE.  If you need more help, feel free.  Also, the WDSc list
might have better help for you (I am not the best at this stuff by a long
shot!)
