I *think* I read somewhere that z-order is only supported on IE... You would
probably need to use layers to get NetScrap to function the same way.  It's
exactly this kind of problem that has led me to embrace the XHTML and CSS
approach.  Not only should they work on practically all browsers but if done
correctly development and maintenance are a snap.
