Jim,
When I have this issue, I usually create a special parameter value that
gets passed to the CGI program from the HTML form. If that value is
passed, the program sets on LR and closes down.

an alternative to recycling the server, you could try canceling each cgi
request processor job (*cntrld) - this would cause new request processor
jobs to be spawned with each new request, causing it to retrieve the new
copy of the program (hopefully)?

This works for me (classic http server - i can't vouch for apache).
