You are absolutely correct.  HATS is simply another screen scraper.

To reduce your workload, you can either rewrite your logic using RPG-CGI, or
you can buy a package that will convert your programs to use an API, such as
my company's PSC/400 product.

PSC/400 will immediately convert your programs to run in a browser using a
5250 emulation mode that requires no retraining for your users.  Conversion
takes literally seconds.  The product also creates simple, easy-to-customize
JavaServer Pages that can be used to modernize your applications using a
simple text editor or any popular website design tool.
