while investigating a worm, i learned about "HTA" - HTML Applications.

That might do what you want.

I just created a c:\monster.hta and opened that in IE and wasn't able
to press F11.

<body>
This is the "application".
</body>

You might need to send Content-Type: application/hta when you serve it
via http, i tested it local.
