You can do this with CGIDEV2 or even just a plain old CGI RPG IV program
using a Server-side include (SSI) program.
The SSI program is automatically evoked when the page is delivered by the
server. The syntax varies based on whether or not you're using Apache or the
classic HTTP server.
In the classic server:
  <!--#exec cgi="/cgi-bin/myssipgm"  -->
With the Apache server:
  <!--#include virtual="/cgi-bin/myssipgm" -->
