yes and no - it's an "If I don't understand it, you can't do it" thing.

I really need to lay out a business case for getting at least a 'standard
developers' authorites, but since i've rarely been so inhibited in the
past, I don't know where to start, or how far I should go.

I don't understand why you can't just setup another Apache config under a
different port?  I use 8080 for instance.  Then have that instance point to
your test lib.  It would take about 5 minutes to setup because all you have
to do is copy the production Apache instance, you don't need an entire
partition.  Is it a political thing?
