This probably is an HTTP Server Powered by Apache (PBA) configuration problem, most likely with the CGIConvMode directive.

I haven't gotten into PBA yet, but Giovanni uses it to run his very large Easy400 site.

Please use his sample PBA configuration as a template for modifying yours. Or, get things working with his configuration and a few of his sample programs. Then, modify the configuration to accommodate your files and CGI programs' locations, URLS, etc.

The sample configuration is at http://www-922.ibm.com/easy400apc/conf/httpd.conf

Note: that configuration uses CGIConvMode %%EBCDIC/EBCDIC%%

Interesting that you brought up CGIDEV2 even though I didn't mention it
in my initial post. The only CGI programs that we are having a problem
with are CGIDEV2 ones. Straight up RPG CGI programs are outputting info
just fine (no garble).

Anybody know where I should start looking on the CGIDEV2 end to find
where they might be doing some translation things?

The EASY400 (CGIDEV2) site directives are viewable here:

There are some directives that you missed.....
