Mike,

You're correct that the one at the top disables CGI processing, and the
one in the <Directory> container enables it only for that directory.
(And, due to the 'FilesMatch' container, it'll only be on for files that
end in '.PGM')

One thing that you might've missed, though, is that the '-' symbol in
front of the keyword means "disable" and the '+' symbol means "enable."

In other words, -ExecCGI turns it off, +ExecCGI turns it on.
