PHP dates back to 1995 (the same year Java was introduced).  PHP as we
know it today goes back to around 1997.  C# goes back to what, 2000?

PHP is a great language for designing web pages.  Very easy to learn and
use.  You can even write fully OO code with PHP.  It has a lot of
functionality and integrates well with the databases it supports, like
PostgreSQL and MySQL.  Maybe this little manuever will finally get us
integrated iSeries support:
