I believe it is the existence of the word or the absence of it that
makes it checked or not checked.  So take out CHECKED from the radio
button that you don't want checked.

I've tried "true", "TRUE", true, and TRUE and the corresponding FALSES.
I can see the values in the generated source, but the checkbox still
remains checked.
