It was free but I don't think it was ever open source was it ? Giovanni created 
all the code (maybe with some help) but I don't think the code was ever 
available for download.

The site says that the CGIDEV2 toolkit isn't Open Source. (Which could 
mean a lot of things.)  Do you know that it means that IBM is trying to 
get rid of it?

Maybe they've decided that they want to enhance it, and therefore want to 
keep it under their control?

Maybe they think it's too valuable to let Giovanni take control of it?
