Try WRKSPLF QTMHHTTP and look through the job logs listed
for that date/time it didn't start.  There should be more
information in one of the job logs.

something had to have changed on your system.  Maybe
someone is running another web server and yours or the
other isn't using specifically binding to an IP/port
causing problems.

The job log will tell you what went wrong, you just have to
find the right one.
