Don't you have a firewally in place?  If so (or there is no
firewall), unless the firewall is configured incorrectly
starting HTTP servers will only open a couple ports on your
iSeries and to web servers.

Now, if you have your Apache server configured poorly, then
it would open quite a bit up.  

I have some sample HTTP server configs (both Classic and
Apache) at www.bvstools.com/faq.html.  This should help.

I've never liked the default configs that CGIDEV2 creates.
 But even so, I don't believe they are set up to "open
everything up".
