Mike,
 
400 means bad request which is something the client is sending. If this is 
happening on well formed requests, you'll need to get with IBM.
 
Enabling multi-threaded CGI will have no effect unless you have multi-threaded 
CGI programs (if they're written in RPG, this isn't the case).
