You could create an SQL VIEW over your "load detail" table that grouped by
state and included
a count(*) column.  Then building an SQL INDEX over the state column of the
"load detail" would
make accessing the view very quick since the optimizer could use that
index.

Reading the view would give you the load count to place on your web site.
