Loading a CGI application can be relatively resource
intensive (unless you're comparing to Servlets, which
take much longer to initialize).

- creating a new activation group?
- loading and parsing HTML templates?
- opening database files?
- establishing SQL interface?
- other program initialization logic?

If your CGI program runs in *CALLER or a named
activation group, then it will remain active after the
initial load.
