It will take a lot longer than 3 hours for everyone to see the change.
DNS changes typically take 48-72 hours to propagate across the Internet
and can takes weeks in some cases.

Wouldn't this depend entirely on the TTL in the zone definition? IF the ISP says it's 3 hours, maybe it's because they've got the TTL set that low?
