I don't see why you couldn't do Dashboards with any of these tools.
With Ajax techniques, you could easily create a dashboard. Of course "easily" in
this context means you know how to write to the Ajax model. You could establish
your KPI's and then evoke timers and event handlers on a dash board that updated
the information at the interval that you felt was good.

For the record, CGILIB is "free". But "free" in this context is like IBM's
definition of "free" (e.g., WDSc is "free"). So while CGILIB is "free" just like
WDSc is "free" you do need to have (read "buy") an xTools license to use it.
