If you prefer edit in wysiwyg mode, use Namo or MS-Frontpage, if you prefer
more control (as myself) use html-kit AND topstyle lite.
html-kit registered version is only 40$, but you can use the free version.
In my company some people use Namo, others MS-Frontpage (without
extensions), a few Dreamweaver, and other works mixing Namo+htmlkit or
Frontpage+htmlkit.

of course all the code going to IFS in the System i (520).

We'use also an javascript "decent" editor named 1st:
