The only thing that jumps out as being wrong is that there's no Listen
directive but since the server actually starts, that shouldn't matter.

Have you tried starting the server with -vv (two lower case V's), making
a request to www.otr.com, and ending the server? This will produce a
trace file that will most likely help you find the problem. Also, I know
the documentation IBM provides for setting up virtual hosts stinks. Have
you tried looking at the documentation at http://httpd.apache.org? It's
hands down much better than what IBM delivered.
