Using RPG, and CGIDEV2. It is quite easy to translate a DDS defined screeen to HTML and the logic of the programs remains very similar (unless you have something monolitic and complex).

The best part is that you can cooperate with a web designer to make the pages preety, without having to explain to him anything about your programs.
