Frederic, the program is called by specifying cgibin in the url. Here's an example from one of our pages:

http://www.sos.louisiana.gov/cgibin/?rqstyp=CRPBC&rqsdta=mm

In the Apache configuration file, cgibin is mapped to the actual program, which is called by the HTTP server job.
