Jon,

How long does it take to for the CGI program to complete? If it's more
than a couple of minutes, the browser may be timing out internally. I
know IE used to have problems waiting for content that took a long time
to generate. I'm not sure if it still does or not.

I believe so - although the fact that the exact same page works when
served
statically after being generated by CGIDEV2 surely rules the browser
out.
What it sees from the server should be exactly the same in both cases.
