Problem solved - Many thanks to all who offered suggestions.

I thought I'd report back here for the benefit of others in the future.

The customer decided to "start over" and modify a very simple "Hello World"
and have it loop thousands off times.  It worked just fine.  But it was
running with their default server config and not the new one built for the
new application.  

So, they regenerated the new server and the problem program started working
just fine!

Comparison of the two Apache configs revealed that in the problem config the
Timeout directive had managed to end up with a value of 0! (default is 300).
Nobody has a clue how it got that value, but that was apparently the
problem.
