I use the same technique that Shane Cessna posted (QIBM_CGI_LIBRARY_LIST), except that I tend to use <Directory> containers instead of <Location>.

I feel that manually setting the library list (via ADDLIBLE or CHGLIBL) is kinda silly, because it defeats the purpose of using LIBL in the first place. You may as well explicitly specify the libraries for every object you access if you're going to code the library list logic into the program... The advantage of a library list is that it's specified OUTSIDE of the program! and that's what QIBM_CGI_LIBRARY_LIST gives you...
