Where is this hosting and what is their support like?

I have found if you are running a business and require the site to be up ALL
the time, then you need solid support. In our experience of working with
hosting providers (and also now offering our own for Linux and Windows), you
get what you pay for. We pay quite a bit more than that for dedicated
servers, but when we pick up the phone we ALWAYS get somebody on the other
line.

The service you are talking about is for personal accounts that need to host
blogs (i.e. Wordpress) which is why packages now include PHP and MySQL
support.

a hosted virtual linux web server with 100GB disk space, 20 MySQL databases
and lots of goodies costs $10 a month.
If you settle for only 10GB and 1-2 databases you can get reliable hosting
for $4 a month.



How much does he want to (or is he willing to) spend each month to
achieve a solution?


The same that he'd spend for a hosting service with a windows or unix
based
server, which is in the $100 per month range
