A variety of content types were tried (i.e. text/plain, text/xml,
application/www-url-encoded, etc), and all of them produced the same
results.

Isn't that what CGIConvMode %%BINARY/BINARY%% does?
I believe this is simply doing a data conversion and the issue would still
exist. If they can't alter their end I will try it though.
