So you can go to
http://somesite/citcgidevp/header and that calls your CGI program? If that's true, make sure you are fairly current on PTF's. If you are, you'll need to open a PMR with IBM.

It is an actual CGI program and it will run correctly when called from the browser.
The one of the things that has me confused, is the path in the error log. It is saying that /qsys.lib/citcgidev.lib/www is not a cgi program. When I look at the CGIDEBUG file, the call in the HTML is <!--#exec cgi="/citcgidevp/header"-->. Where is the incorrect path coming from?

Is /citcgidevp/header an actual CGI program <http://archive.midrange.com/web400/200711/msg00027.html> ? If so, can you call it from a browser? If it's a static HTML <http://archive.midrange.com/web400/200711/msg00027.html> file, don't use exec >>cgi, use include virtual.
