It works! It works! It works!

It turned out to be a two fold problem. One was the original config file (which I must have screwed up royally). The other was that the Number of server threads in the HTTP attributes were set to a min of 3 and a max of 3. Each time one of the CGI programs fired, the server would end. I found a post by Brad Stone on http://sysadminforum.com/t86321.html from 2004 and set the min/max to 10/40. Now everything seems to be working fine.
