I'm not sure why you say "thanks for the explanation. However..." the problem you're encountering was explained in my explanation, yet the word "However" makes it sound like your findings disagree.

STRPCCMD is limited to 123 characters. Period.

"rundll32 url,FileProtocolHandler" is 32 characters long. It needs to be followed by a space. So the max URL length would be 90 characters (123 - 33).

"start" is 5 characters long. It also needs to be followed by a space. So the max URL length (including carets and other escaping characters) would be 117 characters long (123 - 6).

Thus, if you happen by have a URL that happens to be between 90 and 117 characters, and not much escaping has to be done, then using "start" may be an attractive choice for you. However, I had no way of knowing that your command string happened to fall into that 27 character range!!

My URL tend to either be short and simple, or tend to have the potential of being much larger than 117. I haven't yet fallen into that range between 90 & 117.

To handle strings longer than 90 (or 117), I found it useful to set up a simple redirect program on my System i. In fact, I published the idea and the code for it in the following article:
