If the memory is being allocated in rptOpen() for the pointer being
passed back, wont that pointer's data be "free for the taking" being
that the call stack entry that allocated it has been "removed"?

I may not fully understand your question, but memory allocated by rptOpen() is scoped to the activation group of the program that calls it. The memory isn't scoped to the call stack entry that's temporarily created then deleted by the call.. Most service programs run under *caller activation groups, so the memory remains allocated as long as the activation group exists; or the rptClose() procedure is evoked.
