I was hoping that Peter Connell was listening to this thread. He helped me set up a file upload utility, using Net.Data. I'm using the following Apache directives:

<Directory /rdweb/>
Allow From all
</Directory>
ScriptAlias /db2www/ /QSYS.LIB/QSYSCGI.LIB/DB2WWWCL.PGM/rdweb/apps/common/macro/

In this case, the directory containing net.data macros is /rdweb/apps/common/macro/, and any request for URL /db2www/ are mapped to that directory, and processed by program QSYSCGI.LIB/DB2WWWCL.PGM, which is just a CL wrapper around the IBM supplied program.

The source code for DB2WWWCL.PGM is:
