It's running behind an Actiontec router. It works perfectly inside the network.
But if I put the external IP in (e.g. http://71.212.221.216/SpeechServer), Firefox gives me a 404 not found error
I don't know your router, so I can't say what is or is not possible as far as which ports you can forward. If it uses port 80, it may not be able to also forward it.
If you are trying the external address from the inside of your network, which it seems based on a 404 error, you should try from outside. It is generally considered impossible to forward from the inside to the inside. (It's certainly possible some devices can do it, but generally they cannot.) The NAT vs forwarding causes a conflict of the source IP address.
