I'm not sure I'd want to write a general purpose web server in RPG (I'm not sure I'd want to write one period) but if all you're doing is receiving web service requests and you can marry the "web server" to the back-end I would think this would be rather straight forward. Accept TCP connection, hand off to separate thread/job, process request, return result end thread/job.
Can RPG do sockets? If so, it might be possible to port one of Jeff Poskanzers tiny servers written in C to ILE.
