It probably has to do the httpd.conf file and the setting for the server you defined there. I have entries like:

DocumentRoot "www/mysite/htdocs/tfotb"

<Directory "/www/mysite/htdocs/tfotb" >
Order allow,deny
Allow from all
</Directory>

<Directory "/www/mysite/htdocs/tfotb/wiki" >
Order allow,deny
Allow from all
</Directory>

<Directory "/www/mysite/htdocs/tfotb/forum" >
Order allow,deny
Allow from all
</Directory>

(among others)

Which would allow access to the root, wiki and forum folders in this particular server instance

You may want to post the httpd.conf file so we can give more specific direction
