I agree with Booth's comments

I've come across many customers (and top technicians) who have tried this
and not a single one who was or is happy with the result?

In that light it doesn't seem like a path to consider...

Visual Age RPG used to do this, but to Windows, not HTML. It was pretty
reliable. I mention this because the experience was universal with
everyone I knew that did it. The results are just not usable. DDS
screens are built for the cycle, GUI screens are built for event-driven
design. Nothing fits, colors are a mash, F-keys are clumsy, and menus
just plain suck.

The experiences were just awful for the users and an embarrassment for
the programmer.

(That is just opinion of course, but my reaction is that there are good
reasons that no one has built the tool you are looking for. )
