No. Double no. And the question assumes the browser is listening all the time, which it isn't. If it were, then it would be the server. And the computer pushing the data would be the client. But that's not how browsers work. They only listen after first sending a request to a server.

The AJAX technologies are all about getting the browser to process server pushes. It is a bit tricky so you will want a good browser toolkit. Also note that web servers should be able to deal efficient with many open but idle connections to avoid using excess resources.
