Can this be set on an individual connection? Sounds like something very
usable when we have stored procedure calls going in msgw.

In .Net it is set on each individual connection attempt ( I don't know about
other platforms )

I think that setting is per user. There is also a system wide version of it.
The database docs explain those settings better than I'm going to attempt
to.
