Nope - the virtual terminal APIs are a completely separate thing from the WebFacing API. I used them years ago and if recall correctly they are pretty nasty.

To-date IBM have only released details of the WebFacing API to "qualified" ISVs which includes folks like Look, Zend (Zend Bridge is based on this) and I think Icebreak among others.
